Allotment Frequency - Biennium Monthly

A new allotment frequency, Biennium Monthly, is introduced for situations where monthly allotment capabilities are required for a total of 24 periods for a BFY that runs across two fiscal years. While posting accounting transactions, the first fiscal year accounting periods will map directly to allotment periods 1-12, with any adjustment periods being posted against allotment period 12. The second fiscal year accounting periods will map to allotment periods 13-24, with any adjustment period being posted against allotment period 24. A validation (A9415) on budget transactions ensures that when Biennium Monthly is selected, allotments cannot be created for more than 24 periods. Another validation (A9447) on accounting transactions restricts transactions from posting for Biennium Monthly when BFY is greater than the FY (BFY - FY > 0) or when the FY is greater than BFY by more than one year (BFY - FY < - 1). In such situations, the transaction can be allowed to be posted by reducing the default severity of the error message A9415 to information. Such transactions would post against Allotment Period 1 where BFY > FY and against Allotment Period 24 when FY is greater than BFY by more than one year.

The Accounting Period (APD) page has been modified to add a biennium fiscal year and biennium period, which can be used to map the APD and FY to the corresponding biennium APD and FY for reporting purposes.

Note: While running the NYTI process, it needs to be ensured that the tables that use BFY, say Allotment Options, are only run once every two years.
