Cone of Silence

The Cone of Silence (CONSC) table is used to store the Solicitation Transaction Type transactions which are marked as in the Cone of Silence based on the Procurement Transaction Control (PRDOC) table. The Cone of Silence applies to all Solicitation Transaction Type transactions which have a Total Amount of the transaction equal to or greater than the Foller Value defined, and the Cone of Silence flag checked on the Procurement Transaction Control (PRDOC) table.

The Cone of Silence table stores the Solicitation Transaction Type transactions from the date proposals/bids are received, until the date the Board (or the department with delegated authority) acts on the Solicitation. That means contract is award, or cancellation of the solicitation.

The Transaction Code, Transaction Dept, Transaction ID, Procurement Folder, and Closed Flag fields are the search criteria fields of the Cone Of Silence table.

The Cone Of Silence table allows the storage of the Transaction Code, Transaction Dept, Transaction ID, Procurement Folder fields of the Solicitation Transaction Type transaction. Also, this table includes the following fields:

  • Cone of Silence Start Date – The Closed Date of the Solicitation Transaction Type transaction.

  • Cone of Silence End Date – Editable field. When the Cone of Silence End date value is less than and greater than the Cone of Silence Start Date value. The Closed Flag on the Cone of Silence table will be checked to True.

  • Closed Flag – This flag will be checked to True, when the Cone of Silence End date value is less than and greater than the Cone of Silence Start Date value.
