Miscellaneous Deductions (MISC)

The Miscellaneous Deduction (MISC) transaction allows you to manage several types of deductions that can be credited or modified such as

  • Awards/Fines - you can set up deductions for awards or fines an employee owes as a result of decisions made by Labor Relations or an arbitrator. A deduction is established to collect the amount of the award/ fine from the employee’s pay over a period of time.

  • Credit Union Payments - you can set up deductions that an employee specifies should be paid to the employee’s credit union.

  • Charitable Contributions - you can set up deductions to be paid to a charity specified by an employee.

  • Health Insurance Premium Payments - you can set up deductions to pay for an employee’s part of insurance premiums.

  • Treasury Direct - you can set up deductions that are used to send funds to an account the employee has established with the U.S. Department of Treasury - Treasury Direct program. Employees can use this account to purchase savings bond or a broader range of securities. A special routine has been established on the Deduction Plan (DPLN/BENP) table to identify these deductions. Field InformationField Information

This transaction captures the following type of information:

  • Records miscellaneous deductions details, such as the Deduction Type, Deduction Plan, and the percentage deducted from the employee's pay (Override Rate/Override Amount). If the deduction goal is a dollar amount, enter the goal amount in Goal Amount. For OASDI deductions on the Employee Deduction Parameter tab of the DEDM Activity Folder, the Goal Amount field is equal to the OASDI Wage Base (established on DPLN) multiplied by the OASDI Withholding Rate and Number of Cycles.

  • Records Electronic Fund Transfer (EFT) information. Select the Use Electronic Transfer to indicate the payee is paid through direct deposit. You can record the Account Type and Account Number. If Set Prenote Date on the Site Specific Parameters (SPAR) page is set to N, then Pre Note Issue date must be left blank. If left blank, the system generates a date when the first prenote advice for the direct deposit deduction is sent. If Set Prenote Date on the Site Specific Parameters (SPAR) page is set to Y, then Pre Note Issue date can be entered. The system either continues to generate prenote advice or produce a direct deposit depending on the numeric entry on the Site Specific Parameters (SPAR) page for EFT Approval Days.  You can enter the number associated with financial institution in the ABA Routing Number.

  • Records recipient information and the vendor code associated with the override in the Override Vendor field.

  • Records address information for the Recipient. Note: If the address contains more than 30 characters, use both Street 1 and Street 2 fields to enter the address, as the second line of address is restricted to a maximum length of 30 characters while printing.

  • Records contact information for the Recipient.

  • Process after Net Pay Exemption - When an employee has a federal tax levy order in place and the employee's pay is reduced to the net pay exemption amount set on the Tax Levy Deduction (LEVY) transaction; if the Process after Net Pay Exemption flag is enabled on the deductions with a higher Deduction Acceptance Priority Number, instead of being backed out at 0.00. This flag then allows the Gross-to-Net process to deduct the deduction amount from the Tax Levy Net Pay Exemption amount.

The Miscellaneous Deduction transaction can be created in the following ways:

  • Select the Create action on the Transaction Catalog.

  • Select the Create Miscellaneous Deduction row-level action on the Miscellaneous Deduction tab of the Deduction Management (DEDM) activity folder.

  • Select the Modify Miscellaneous Deduction row-level action on the Miscellaneous Deduction tab of the Deduction Management (DEDM) activity folder.
